The article by Academician P. L. Kapitsa published below is devoted to problems of the utmost importance, which have come to be termed "global." The Twenty - fifth Congress of the CPSU pointed to the need to study them scientifically and solve them practically, emphasizing that they touch on the interests of humanity as a whole and will exercise an increasingly marked influence on the lives of every people and on the entire system of international relations. In their social philosophical (...) aspects they have been discussed more than once in the pages of Voprosy filosofii. Discussions of these problems took place at the round tables entitled "Man and His Environment" [See translation in our Fall-Winter 1974 number. — Ed., Soviet Studies in Philosophy], "Social Philosophy Problems of Demography," and "Science and Global Problems of Our Time," and numerous articles have been published in such series as "Science and Social Progress," "The Peace Program and the Dialectics of International Relations" [See translation in our Fall 1975 issue. — Ed., Soviet Studies in Philosophy], and "Man — Society — Nature." The editors of the journal, guided by the directives of the Twenty-fifth Party Congress on the need for further investigation of such global problems of our time, are inclined to continue the discussion of them in the future; another round table devoted to these problems is being planned now. The article by Academician P. L. Kapitsa, it seems to us, will provide fruitful stimuli for discussion at this round table, which will probably be published in several installments. As the author himself emphasizes, certain positions in his article are debatable and require discussion. The journal invites philosophers, demographers, economists, and representatives of the natural sciences to take part in discussions of the problems posed. Certain questions examined in Kapitsa's article are also treated in articles by Howard L. Parsons, A. D. Ado, and Iu. A. Kirshin published in this issue of the journal. (shrink)

Petr Leonidovich Kapitsa, world-renowned physicist, often turns to themes that at first glance seem far removed from the sphere of his basic scientific interests. He is the author of numerous articles and papers on problems of the development of science and the organization of scientific work . Many have read with interest his remarkable recollections of Rutherford, published in Novy mir.

From the editors of Voprosy filosofii: The editors publish herewith the address by the ranking Soviet physicist Academician Petr Leonidovich Kapitsa, Director of the Institute of Physical Problems of the USSR Academy of Sciences, at the symposium, organized by UNESCO and held in Ulm, West Germany, in 1978, on the hundredth anniversary of the birth of Albert Einstein. The speech was graciously made available to us by Kapitsa. In it the Academician gives his principal attention to the global problems that (...) have interested him of late, on which he has already expressed himself in the pages of our journal . In the form and manner in which its problems are set forth, this address is designed chiefly for the scientists of Western countries present at the Ulm symposium. (shrink)

Note by the Editor of Voprosy filosofii: The presidium of the USSR Academy of Sciences has decided to hold, in Moscow in December 1980, the Third USSR Conference on Philosophical Problems of Contemporary Natural Science, dedicated to the one hundred and tenth anniversary of the birth of V. I. Lenin, and has established an organizing committee headed by P. N. Fedoseev, vice-president of the Academy, to prepare and conduct the conference.

Although Thomas Aquinas assumes that all knowledge begins in the senses, he maintains that substantial forms and the essences of material things are not apparent to the senses. Clearly, the noetic of abstraction per se cannot account for our knowledge of them. Thomas often says that they are “unknown in themselves” but “become known” through their accidents. The author argues that properties, or proper accidents — namely, accidents that are interconvertible with a subject — play a crucial role in this (...) obscure area of Thomas’s thought. Beginning with an examination of the property in logic , the author goes on to examine Thomas’s accounts of heat as a property of fire, and the powers of the soul as properties of its essence. Thomas maintains that such properties flow from the essence by a causal relation that he calls resultatio, but that their coexistence with the essence is absolutely necessary in a quasi-logical manner . Finally, the author suggests that in Thomas’s view, accidents really do make the hidden quiddities of their subjects known: knowing created things through their accidents is not at all like knowing God through creatures. We look at a hierarchical arrangement of ideals in an MV -algebra. The principal classes of ideals studied are the maximals, the primes, the local and perfect ideals and the semi-locals. Beyond these special classes of ideals are the general ideals. Herein we study some relationships among these classes and, more specifically, the products of ideals of these classes. Among the results obtained are the square of a prime ideal is a local ideal, the finite product of prime ideals is (...) a semilocal ideal. We also show that the set of local ideals shares many of the properties of the class of prime ideals, as the Lying Over Theorem and the Going Up Theorem. (shrink)

The relation of the conformal group to various earlier proposed relativistic quantum mechanical dynamical groups (and other related groups) is studied in the framework of projective geometry, by explicitly constructing the contractions of the six-dimensional coordinate transformations. Five-dimensional realizations are then derived. An attempt is made to improve our physical insight through geometry.

Spanish influence in the New World was particularly acute in the areas of medicine and medical education. From the time of Columbus forward prominent medical experts journeyed to Latin America establishing medical schools and research centers. This essay chronicles the history of Latin America with a strong focus on the physicians and scientists who brought modern scientific medicine, as it wag then known in Western Europe, to the Americas.

In Britain doctors and others concerned with the treatment of offenders in prison may consult the Butler Report (see Focus, pp 157) and specialist journals, but these sources are concerned with the system in Britain only. In America the situation is different, both in organization and in certain attitudes. Dr Peter L Sissons has therefore provided a companion article to that of Dr Paul Bowden (page 163) describing the various medical issues in prisons. The main difference between the treatment of (...) offenders in prisons in America and in Britain lies in the nature of the federal system which means that each state may operate a different system in a variety of prisons and prison medical services are as various. Nationally, the prison systems are 'structured to treat and cure the offender'. Therefore it follows that the prison medical officer is only one of the professionals concerned with this 'cure' of the offender. This principle also applies to any form of research: medical research in prisons is part of a programme which covers a wide field of social and judicial research. The prison medical officer (where there is one) has of course to look after sick prisoners, and the American idea of 'cure' is also expressed in the need for more corrective surgery where, for example, it is necessary to remove physical impediments to social rehabilitation. But a doctor is only found on the staff of those institutions which are large: in the smaller prisons there may be only first-aid facilities, and no specially appointed doctor in the community. Moreover medicines are often dispensed by medical auxiliaries who are sometimes prisoners themselves. Finally, in America prisoners are regularly invited to volunteer as subjects for medical and social research for which they are paid. In short, although it is hoped to 'cure' a prisoner he is a criminal first and a patient second. (shrink)
